BEIJING (AP) ? China is rolling out a mini-stimulus to fight its economic slump but is moving cautiously after its massive response to the 2008 global crisis left a painful hangover of inflation and debt.
Beijing has yet to announce a total price tag. But measures announced piecemeal in recent weeks include 66 billion yuan ($10 billion) to build affordable housing and 26.5 billion yuan to subsidize sales of energy-efficient appliances.
That limited size should make the effort more manageable than the 4 trillion yuan ($586 billion) avalanche of spending and bank loans in 2008. But its power to boost growth in a $2.5 trillion economy also will be smaller.
Still, analysts say the measures should be enough to drive a rebound and keep growth for the year at or slightly above 8 percent.
"I do think it will make a big difference," said Nomura economist Zhiwei Zhang.
"Second-half GDP growth will be better than the first half, to a large extent driven by this support," Zhang said. "Without it, I think growth probably would trend down."
After spending two years enforcing lending and investment curbs to cool inflation and an overheated economy, communist leaders began gradually reversing course in December following a plunge in demand for China's exports.
Their efforts took on more urgency after economic growth plunged to a nearly three-year low of 8.1 percent in the first quarter and factory output in April grew at its lowest rate since the 2008 crisis. Analysts say growth should slow further in the current quarter.
The Cabinet publicly confirmed its strategic shift last week, promising to "give more priority to growth."
The impact should start to show up in stronger growth in August or September, according to Standard Chartered economists Stephen Green, Li Wei and Lan Shen.
The International Monetary Fund and the World Bank are forecasting 8.2 percent growth this year. Some private sector analysts lowered their own growth targets following April's weak data but to a still-robust range of 8 to 9 percent ? far above the low single-digit levels of the United States, Europe and Japan. The government's official target is 7.5 percent.
The appliance subsidies might help to spur consumer purchases but measures announced so far rely heavily on more spending on building airports and other public works and encouraging private sector investment.
Construction spending pumps money into the economy quickly but raises the risk of setting back the government's longer-term effort to reduce China's heavy reliance on investment to drive growth. Easing investment curbs also threatens to add to a glut of unneeded mills and factories in steel and other industries.
The government has approved a new subway project for the eastern city of Nanjing and new airport projects in six provinces and regions, according to Chinese media. News reports say the approval process for private sector investment has speeded up.
Dozens of new wind, hydro and other renewable power projects have been approved by the country's planning agency, the National Development and Reform Commission.
Cities such as Beijing, Shanghai and Fuzhou in the southeast are speeding up construction of expressways and subway projects. Other cities have received approval to upgrade hospitals, water treatment and other public facilities.
The NDRC has approved three major new steel projects, including a 64 billion yuan ($10 billion) investment by Baosteel Group, China's biggest steel producer.
A top economic planner, Vice Premier Wang Qishan, called in March for a campaign to boost exports by 10 percent this year, according to news reports. That would be well above the zero to low single-digit growth forecast by some analysts.
The huge stimulus in response to the 2008 crisis helped China rebound quickly and pushed economic growth to almost 11 percent in 2010. But it also fueled inflation and a bout of stock market and real estate speculation.
Inflation spiked to a 37-month high of 6.5 percent last July, with food prices surging 14.8 percent, before subsiding to 3.4 percent in April, below the government's 4 percent target for the year.
Local governments that splurged on building new roads, bridges, schools and other public works were left with heavy debts to state banks that some may be unable to repay.
This year, Beijing is imposing more control, requiring central government approval for major investments and calling for projects to have long-term benefits.
"I think the government understands the undesirable side effects, and this time around they will try to stabilize growth around 8 percent," said Zhang. "I think they want to avoid overshooting."

Bobby Brown is no stranger to controversy. Though there are always rumors and speculation surrounding the Bad Boy of R&B, Brown is very clear about one thing: his love for Bobbi Kristina, his daughter with the late Whitney Houston.
"That's my baby girl. She'll forever be my baby girl. She's doing what she's doing, and I'm extremely proud of her," Brown told MTV News correspondent Sway on Tuesday (May 29). "She's acting and she's working on music and she's doing what she has to do to recover from her loss — our loss."
The New Edition singer is readying the release of his first solo album in 14 years. The Masterpiece, as he titled it, is due out June 5 and will come four months after the death of his ex-wife.
It has been tough for Bobby and his daughter. In February, the same month her mother passed away, Bobbi Kris was rushed to the hospital and treated for anxiety. There have been reports of drug abuse, but her dad chalked it up to just a phase.
"Any parent that has a teenager in their life, they go through things. They go through phases that they might not be doing exactly what you want them to do in life, but they grow out of it, and my baby girl has grown out of it," he said confidently. "I trust and believe that she's smart enough to not go down the same road that maybe I did in the past or her mother did in the past. She's extremely smart."
Brown insisted that there is nothing that can come in the way of his love for his daughter, not even rumors that she wants to change her last name to Houston to distance herself from her pop. "She can't change her last name, her name is her name. She'll forever be known as Bobbi Kristina Brown. There's no changing that, there's no taking that back," he assured.
The hardened singer simply gushed, thinking back to the Billboard Music Awards when his baby girl gave a speech honoring her mother. "I saw her speech and, of course, she's just beautiful, you want to keep looking at her," he said proudly.

US remains opposed to military action in Syria
WASHINGTON (AP) ? Shocking as it was, the massacre of more than 100 Syrian villagers is unlikely to galvanize a military assault like last year's campaign in Libya to oust Moammar Gadhafi. The killings, however, did provoke the strongest international condemnation the United States and other nations could muster.
The U.S. joined more than a dozen nations in expelling Syrian diplomats on Tuesday, and Republican presidential candidate Mitt Romney pushed for further, direct action to dislodge Syrian President Bashar Assad. But President Barack Obama's spokesman emphasized more limited options.
"We do not believe that militarization, further militarization of the situation in Syria at this point is the right course of action," said White House press secretary Jay Carney. "We believe that it would lead to greater chaos, greater carnage."
The nation's top military officer, Joint Chiefs of Staff Chairman Gen. Martin Dempsey, had appeared to hint at a possible shift in that longstanding U.S. position, saying Monday that despite reservations about military intervention "it may come to a point with Syria," because of the mounting atrocities.
Pentagon spokesman George Little said Tuesday that those remarks did not mean the United States had backed off its position that military intervention risks doing more harm than good. The Pentagon has not been asked to provide plans for military options in Syria, Little said.
"The focus remains on the diplomatic and economic track," Little said. "But at the end of the day, we in the Department of Defense have a responsibility to look at the full spectrum of options and to make them available if they're requested."
Romney, who is opposing Obama in this year's presidential election, said the massacre argued for strong action, including arming the rebels and pressuring Russia to stop selling arms to Assad forces.
"President Obama's lack of leadership has resulted in a policy of paralysis that has watched Assad slaughter 10,000 individuals," Romney said.
The administration's position reflects deep doubt that any bombing campaign could be accomplished quickly and relatively bloodlessly, as in Libya. The United States would have to be a major participant in any sustained coalition war to remove Assad, something U.S. officials had all but ruled out before the massacre in Houla over the weekend.
The United States is providing "non-lethal" assistance to the Syrian rebels fighting Assad, meaning supplies and help that do not include ammunition or weapons.
"Right now, our focus is on humanitarian aid, non-lethal aid, and I'm not going to speculate as to where the future might take us," Little said.
The administration is also helping other nations who are providing lethal aid determine suitable recipients.
"We and many nations that are ? that consider themselves friends of Syria ? are assessing the opposition as we help ? help them stand themselves up and help them unify," Carney said.
A senior U.S. official said events like this weekend's killings have the potential to provide a major change in an already perilous situation, and that the U.S. would seek to further move other nations toward a political solution due to the broad outrage over the killings and widespread fears that the window for a political solution is narrowing.
The chairman of the House Foreign Affairs Committee said the expulsion of the Syrian diplomat doesn't go far enough. Rep. Ileana Ros-Lehtinen said the U.S. should expel other Syrian officials and "expand our overall sanctions against Damascus."
Under pressure from lawmakers to do more, the White House is working to draft the legal framework for potentially wider U.S. engagement, two officials told The Associated Press. The scope of the authority was not clear, and White House officials would not confirm or comment on it.
"This is a political measure. This is a statement of our extreme disapproval and horror at the massacre," State Department spokeswoman Victoria Nuland said after Washington informed the top-ranked Syrian diplomat that he had 72 hours to leave the country. "We will obviously continue to look at other ways we can pressure the regime economically, politically, diplomatically, and continue to try to tighten the noose."
Carney also said the U.S. is working with allies to assess further action, but he gave no detail about what those next steps might include.
He threw cold water on efforts by Persian Gulf nations and some Republican critics to begin sending U.S. weaponry to the Syrian rebel forces, although he acknowledged that other nations may go ahead without U.S. help. The United States is worried that weapons would go astray and strengthen an Islamist terrorist movement or feed a possible civil war. Military officials also worry that even with additional arms the rebels would be hopelessly overmatched by Assad's army and the shabiha, the pro-government gunmen believed to be responsible for the Houla carnage.
"The nature and shape of and the membership of the opposition is still something that we and our partners are assessing," Carney said. "That is another consideration that has to be acknowledged when efforts like that are undertaken."
U.N. envoy Kofi Annan called the massacre a "tipping point," and the diplomatic deep freeze was swift.
"This amounts to abandoning all reason, sense, conscience, intelligence and mercy," Turkish Prime Minister Recep Tayyip Erdogan said Tuesday. "This inhuman massacre amounts to trampling all values that make a human being a human being."
The U.N.'s human rights office said Tuesday that most of the 108 victims in the town of Houla were shot at close range, including 34 women and 49 children, and entire families gunned down in their own homes. The expulsion of diplomats was a sign of "absolute disgust" with Assad's rule, the Obama administration said.
The United States will keep up pressure at the United Nations Security Council, and individually with allies and partners, Nuland said.
A lobbying effort with Syrian ally Russia is part of that effort. Russia has blocked U.S. efforts to impose a U.N. arms embargo or international travel ban for senior Syrian officials.

The Division of Dentistry in the Centre for Professional Practice at the University of Kent will be offering scholarships to a number of applicants.
Scholarships of ?250, ?500, ?750 and ?1,000 will be available. The maximum amount available to any scholar will be ?1,000 per academic stage.
University of Kent Dental Development Scholarship
This scholarship competition is open to all UK, EU and Overseas full-time undergraduate students.
This scholarship fund is designed to support widening access and participation in higher education by dental care professionals and will provide a partial scholarship to incoming and current students in the Dental Care programmes at the University of Kent.
Scholarships of ?250, ?500, ?750 and ?1,000 per annum will be available. The maximum amount available to any scholar will be ?1,000 per academic stage.
Scholarships may be awarded for 1, 2 or 3 stages, and any applicant awarded a scholarship at stage 1 or 2 will be able to reapply for succeeding academic stages at the end of June each year. Scholarships will also be subject to satisfactory academic progress
Criteria
- Applicants must fulfill the normal entry requirements for the course
- Applicants must hold an offer of a place or be an existing student in good standing for a full-time or flexible degree at the University of Kent for the following or current academic year in the Dental Care programme
- Applicants will be judged on the strength of their academic background and appropriate completion of the award application form
- Priority will be given to applicants in the following order:-
- qualified dental nurses
- other dental care professionals

Smashed Broad Bean Dip with Fresh Mint, Garlic, Manchego and ...
This is just a quick and easy recipe that I wanted to share with you because it is perfect for this time of year. When you can?t be bothered to cook anything complicated but want something fresh and delicious to munch on. This is it.
I found the recipe in a pile of newspaper and magazine clippings that The Washer Up?s dad, Jim had sent me from England. He cuts anything food and drink related out of the Sunday papers and saves them up to send over. It? s very handy for keeping up with what?s going on over there.
The original recipe used 500 grammes of podded broad beans, I didn?t have anywhere near that many so I have adjusted it to suit. It?s one of those things where you can taste it as you go and add more garlic, lemon or mint to your taste.?
If you have young broad?beans that are still very small and bright green you can use them raw. If not you can blanch the podded?beans for two minutes then squeeze the bright green peas out of the pale jade skins and you?re good to go. I know that squeezing broad beans may sound boring bit it?s actually quite a therapeutic thing to do sitting outside in the early evening sipping a glass of mint tea or even a Mojito. It?s worth it just to see that beautiful bright green paste when you?ve done.
Smashed Broad Bean & Mint?Dip
Serves 2-3 as a snack, vegetarian, gluten-free. Adapted from Eat Your Veg
Prep time 15 mins
- about 200 gr broad beans (podded weight)
- 1/2 clove garlic
- 1 tsp salt
- 5 mint leaves
- 2 tbsp olive oil (or more)
- 50 gr grated manchego (or pecorino/parmesan)
- a squeeze of fresh lemon juice
- bread to serve, toasted flatbread/baguette/ciabatta or wholemeal toast
Blanch the broad beans (unless very young, tiny & bright green) for two minutes in boiling salted water, drain and then squeeze the bright green peas out of the pale green cases.
In a mortar & pestle, crush the garlic and 1/2 tsp salt to a paste. Add the mint leaves and pound again to a paste. Add a handful of the broad beans and grind to a paste.?Add more beans and continue pounding until you get a slightly chunky textured puree.
Drizzle in the olive oil and mix well then add the cheese, lemon juice and season with salt?and black pepper. Taste and adjust lemon, mint salt as necessary. Serve on/with toasted bread and drizzle with a little more olive oil.
Sit back and enjoy this fresh and delicious seasonal treat, I?m off to?make some more, it?s addictive. Thanks Jim.

"I just learned how to live with this. It's different. I have a lot to learn still," Williams said. "I learned how to just ? just learning. So I think that's my biggest challenge. I learn a lot every week, especially having to play a professional sport.
"So that's a challenge, just learning to live."
Williams was one of six major champions that advanced on the opening day of the clay-court tournament. The only one that lost was Andy Roddick, the 2003 U.S. Open winner.
On Monday, top-ranked Novak Djokovic and 16-time Grand Slam champion Roger Federer will be on court. In the women's draw, No. 1 Victoria Azarenka and defending champion Li Na are scheduled to play.
Williams was last up in the main stadium, Court Philippe Chatrier, and she didn't get off to a good start.
Although Williams is the one with the fast serve and the pounding groundstrokes, it was Ormaechea that was on the offensive. The strategy worked, for a while.
"She played super well the first set," Williams said. "I think she really did a lot of the right things, and I have to congratulate her on the first set, and thankfully the next two sets were better for me."
Still, Williams had trouble on her serve in the final set, getting broken twice while winning four times on Ormaechea's serve.
"I wasn't able to get a foothold," Williams said. "She had some good returns. And so I had to give those to her, but I felt like I was returning well finally in the third."
U.S. Open champion Sam Stosur and former French Open winners Svetlana Kuznetsova and Ana Ivanovic also advanced to the second round.
The sixth-seeded Stosur, who lost in the 2010 French Open final, was first up on Court Philippe Chatrier. She beat Elena Baltacha of Britain 6-4, 6-0.
"It's a bit of an early start, but always nice to get through it now," the Australian said. "You have the whole day and whatever else to recover and, yeah, enjoy."
Kuznetsova won the French Open title in 2009 and the U.S. Open in 2004 but is seeded No. 26 this year. She defeated Mirjana Lucic of Croatia 6-1, 6-3. Ivanovic, the 2008 champion at Roland Garros, beat Lara Arruabarrena-Vecino of Spain 6-1, 6-1.
For the men, 2009 U.S. Open champion Juan Martin del Potro beat Albert Montanes 6-2, 6-7 (5), 6-2, 6-1. The ninth-seeded Argentine played with tape on his knee early in the match, and then added a wrap after a massage from a trainer following the second set.
"It's a problem when you can't find your balance like you're used to, but I'll use these few days of rest to get better," Del Potro said. "If I go on the court, it's because I feel good. I want to continue playing."
Juan Carlos Ferrero, the 2003 French Open champion, beat Jonathan Dasnieres de Veigy of France 6-1, 6-4, 6-3. The 32-year-old Spaniard is one of 37 men in this year's draw that is 30 or older, an Open era record for Grand Slam tournaments.
"I saw myself in the mirror, and when I walk on the court I don't think about whether I'm younger or older. The only thing I try to do is play well," Ferrero said. "And I'm at Roland Garros, and the idea is to play well today."
Jo-Wilfried Tsonga, the highest-seeded player in action on Sunday at No. 5, also advanced. The Frenchman defeated Andrey Kuznetsov of Russia 1-6, 6-3, 6-2, 6-4.
